What does this MR do?

Modifies coordinated pipeline CI configuration to include QA jobs.

  • Adds QA full orchestrated and smoke jobs for staging. Full and smoke are bridge-jobs, orchestrated uses a rake task to trigger the pipeline. Smoke is the only one that is not allowed to fail.
  • Adds QA full, smoke, and smoke main into canary. The three of them are bridge-jobs, and smoke (gprd-cny) is the only one that is not allowed to fail.
