What does this MR do?

Replaces initial deployment step.

Percentage is calculated by how many nodes we've completed some operation on. After we excluded canary deployer for main stage migrations (https://ops.gitlab.net/gitlab-com/gl-infra/deployer/-/commit/0ba6f9402438ddb1da5e5428d3793eef9e5af9b5), only one node was left to operate on, making the gprd-migrations 100% the initial deployment step.
