Always display deployment notifications

What does this MR do?

The deployment notifications were previously changed to be sent to Slack only during an active incident or if Gitlab health was not good, since the notifications were becoming spammy (!1281 (merged)).

Now that the notifications are all in a thread, it would be useful to always display them.
