Add 'with-bundle' on coordinated metrics jobs

Add with-bundle on coordinated metrics jobs to prevent failures https://ops.gitlab.net/gitlab-org/release/tools/-/jobs/4122873

Also, allow the metrics jobs to fail to not impact the rest of the coordinated pipeline
