Allow for tracking running deployments

This is the release-tools half of gitlab-com/gl-infra/delivery#556 (closed).

The deployer half is at https://ops.gitlab.net/gitlab-com/gl-infra/deployer/-/merge_requests/356.

⚠ This MR should be merged first so that deployer isn't sending a running status to release-tools, which would result in an ArgumentError prior to this change.
