What does this MR do?

Fixes some ReleaseTools::Security::TrackingIssue details, such as:

due_date is now set based on the security release default deadline (the 28th)
Uses the milestone of the upcoming release based on the next version
Fixes labels not being displayed properly
Assigns the issue to Release Managers
