Skip automatic QA generation during Security deploy
Security MRs are validated prior to merging and don't need a QA issue.
This also moves the Sentry deploy tracking before the QA generation, so that when we do generate a QA issue, we still track the Sentry deploy even if the QA issue generation fails for whatever reason.
