Log release manager overriding production checks
It is possible to ignore production checks at deployer level, but release tools will still log the failure in the monthly release issue.
With this change, release-tools can consume the IGNORE_PRODUCTION_CHECKS
variable and log the override in the monthly release issue.
How do we get this IGNORE_PRODUCTION_CHECKS variable?
