Work around the include_parent_milestones change

We can't properly assure this is fixed without re-recording fixtures, but it's the end of the day and that's more involved than it should be, so for now we're going to fix the behavior and mark the existing, invalid tests as pending.

Workaround for gitlab-com/gl-infra/delivery#1032 (closed).
