What does this MR do and why?

A followup after yesterday's meetup, where I confused Release Stage folks with the GitLab DevOps team. ) Came a little bit late, but still opened the repo, and still couldn't figure out where this tool is useful.

This Terraform file doesn't work (yet), so feel free to close this MR. I opened it instead of an issue to demonstrate how people can propose edits to GitLab projects meta info using git and make Terraform apply the changes automatically gitlab-org/configure&10 (closed)
