Support for deleting a release

Summary

There is an API to delete to a release: https://docs.gitlab.com/ee/api/releases/#delete-a-release It would be great if the CLI exposed using this to delete a release.

The Web UI also does not expose the ability to delete releases. :-( gitlab#213862 (closed)
