Add maintainers from Release group

Summary

As @jaime is moving to ~"group::package", there are no maintainers from ~"group::release", which is the owner of Release orchestration feature category. This could be an issue in the future, for example, when we release an urgent patch, ~"group::release" can't proceed the release process themselves.

Proposal

Add at least one maintainer from ~"group::release" team members.
