Address feedback community docs in #85 (closed):

  1. Use Technical Writing to track workflow instead of adding new label docs-review to better align with @gl-docsteam workflow. This would prevent the bot from pinging on existing merge requests that have been labeled Technical Writing
  2. Ignore work in progress Merge Requests.
