Add documentation triage package for Severity and Priority labelling

This addition will allow a weekly triage package to be created that indexes 10 issues labelled with ~Documentation and ~bug that don't have severity and priority labels

Percentage of bugs with these labels applied is visible for ~Documentation issues here:
