Draft: Ecosystem stage one off relabel [DO NOT MERGE]

Summary

Migrate merge requests in all states for old groupecosystem [DEPRECATED] label and new ecosystem group labels to the new ~"devops::ecosystem" stage label

Rules:

• ~"group::integrations" => ~"devops::ecosystem"
• groupfoundations => ~"devops::ecosystem"
• ~"group::contributor experience" & ~"devops::ecosystem" => Engineering Productivity
• ~"group::contributor experience" => Engineering Productivity
• groupecosystem [DEPRECATED] => ~"devops::ecosystem"

Things to note

• This will currently migrate all issues and merge requests regardless of state.

  • This will mean that the old reference to devopscreate will be lost. Older MRs and Issues open and closed that were created and progressed with the devopscreate label will now have the ~"devops::ecosystem" label

• triage report issues are being ignored

• Already ~"devops::ecosystem" labelled resources are being ignored except for GDK related
