Adjust the criteria to exclude docs team members

This MR changes the conditions of the feature-flag-check for ~"group::access" to exclude Community contribution MRs and exclude MRs where the author is in @gl-docsteam.

Docs team members are not opening MRs that need a feature flag and the switch from gitlab-org member to exclude Community contribution will be a little more performance in combination with the triage-serverless real time Community contribution application.
