Adds runbook link for AppSec JH reviews

Andrew Kelly requested to merge andrewk-update-jh-appsec-ping into master

It was requested that we add a link to the AppSec JiHu Contribution runbook in the ping. This MR adds that to the policies/stages/hygiene/label-jihu-contribution.yml

I have made a corresponding MR in the triage-serverless repository.
