Add daily policy to prompt for type label on team authored issues

Summary

Type labels can be missed on new and existing issues. This MR creates a daily prompting policy to ask gitlab-org group members that have authored an issue in the gitlab-org/gitlab project to apply the correct type label there.

The add a label to ensure that the prompt does not recur and become annoying
