Remove insights and ci-build from EP Categories

Description

I have noticed the docs team using ci-build and eppipeline or ~"ep::workflow" seem to fit our specific usage for ci-build.

Insights has also moved to ownership with groupoptimize so I'm going to remove it so issues aren't mentioned in the EP Weekly Issue Report.
