Switch to 'gitlab-org' group for Quad Planning Enablement

The MR adds the following changes for Enablement Quad Planning:

• Change Triage source to use 'gitlab-org' group, more details in #581 (closed)
• Updates the expected lables for Memory group as they don't use 'workflow::ready for development' - they use Deliverable (handbook link)
