Gitlab Project Triage Review Message

I created this MR to add a feature I think would be quite useful for community members. When I started on the projected I kept on tagging @ users to try and get my issue triaged. Now that the triage process is visible to the end user, I thought creating a message similar to the one used on the Gitlab website project would be super useful :)

This is an initial suggestion and is open to feedback!
