Add hygiene policy for estimation::completed label

Problem to solve

Previously issues could continue to have the estimation::needed label after someone has assigned a Weight value. This adds a hygiene policy that will add the estimation::completed label on such issues (which will automatically remove the estimation::needed label).

This policy has been requested many times (example) and seems to be something that everyone would consider to be the expected behavior (and therefore does not need to be communicated).
