Use YAML to define groups

This is attempting to make it more clear who are who in the groups. This merge request should not touch any out standing difference beside renaming groups.

Notable changes:

• ~"group::threat management" is renamed to groupthreat insights
• ~"group::application infrastructure security" is renamed to ~"group::container security"
• ~"group::search" is renamed to groupglobal search
• Added a few new assignees with the new product managers or engineering managers

Things we'll do in a follow up:

• Add new group reports for the newly added groups (for now we're only adding the definitions, not the reports)
  • ~"group::fuzz testing"
  • groupvulnerability research
• See what we should do with groups were removed but the labels are still there
  • ~"group::attack surface"
  • ~"group::runtime application security"
  • ~"group::anomaly detection"
• Remove assingnees who no longer need to be there (this merge request only attempts to add missing assignees)
