Rename AutomatedReviewRequestKnowledge, add to handler

What does this MR do and why?

Renames AutomatedReviewRequestKnowledge to ...PlannerIntelligence (new team name; groupplanner intelligence), and actually adds it to the handler so it ever runs! (See !3794 (comment 3945632409) )

Expected impact & dry-runs

Low volume expected — based on historical data, there are approximately 10-20 community MRs per year with Category:Markdown or Category:Text Editors labels.

• If adding environment variables for reactive processors, update config/triage-web.yaml and .gitlab/ci/triage-web.yml
