Update permitted Geo label combinations

There are some Geo issues that do not fall into the first iteration of category labels that were created.

This update will allow us to also use Geo DR, UX and technical debt in conjunction with the Geo label.

I would also like to rename one of the existing labels to be more consistent with the language - from Validation to Verification. I will rename this after the merge request is done.
