Move to project_reference to generate reference to issue

Removes the project specific string to gitlab-org/gitlab and the resource identifier and replaces with the generated project reference from gitlab-triage

• Requires a new release of gitlab-triage that features https://gitlab.com/gitlab-org/gitlab-triage/-/merge_requests/137
