Enable native API call observability with --summary --quiet

Context

The gitlab-triage gem now natively supports API call observability via gitlab-org/ruby/gems/gitlab-triage!381 (merged). The monkey-patch was already removed in !4151 (merged). This MR wires in the native flags and pins the released gem.

What's in this MR?

Adds --summary --quiet to the base triage run command so every job gets a clean API call summary without mid-run noise. Pins the Gemfile to the released gitlab-triage 1.52.0.

Verification

Both jobs below ran against the same policy (policies/stages/hygiene/add-milestone-to-merged-merge-requests.yml) and same source (gitlab-org/quality/triage-ops). Both find exactly 877 matching MRs.

Without --summary — standard verbose output, no summary block ✅
$ bundle exec gitlab-triage -r ./plugins/all --dry-run \
    --source projects --source-id gitlab-org/quality/triage-ops \
    -f policies/stages/hygiene/add-milestone-to-merged-merge-requests.yml

Executing policies from policies/stages/hygiene/add-milestone-to-merged-merge-requests.yml.
Performing a dry run.

No API summary block — behavior identical to before this MR.

With --summary — same output, plus API call breakdown at the end ✅

The resource counts mid-run are the same (877). The summary block at the end reports 908 raw API fetches — this includes the 9 paginated MR list calls plus 3 metadata calls (project info, group, milestones). Both numbers are correct and measure different things.

$ bundle exec gitlab-triage -r ./plugins/all --dry-run --summary \
    --source projects --source-id gitlab-org/quality/triage-ops \
    -f policies/stages/hygiene/add-milestone-to-merged-merge-requests.yml

Executing policies from policies/stages/hygiene/add-milestone-to-merged-merge-requests.yml.
Performing a dry run.
