This change removes label inference on ~"group::access" issues and MRs following the move of categories to ~"group::spaces" in gitlab-com/www-gitlab-com@ec96b86d

This MR allows us to properly migrate the issues from ~"group::access" to ~"group::spaces" while avoiding incorrectly labeling of ~"Category:Authentication and Authorization".
