Skip changing the milestone for backport MRs

  • if we are doing a backport, we need to specifically have the milestone set to that version of GitLab.
  • So don't change it.
  • For this to work once it is merged we'll need to create this label at the GitLab or gitlab-org level and update our backport guidance docs/mr templates
