What does this MR do and why?
Related to gitlab-org/developer-relations/contributor-success/team-task#537.
This MR adds a processor to react to the addition of the quick win label to an issue.
If the criteria for adding the label are not met, a message is left for the change author letting them know about the requirements and the label is removed
Expected impact & dry-runs
When adding the quick win label to an issue that doesn't meet the required criteria, the label is removed and a message is left for the user who performed the change.
