Update gitlab-triage to 1.43.2

What does this MR do and why?

Upgraded the gem to include the changes from gitlab-org/ruby/gems/gitlab-triage!329 (merged). This should fix merge requests GraphQL query for a policy that includes the forbidden_labels condition.
