Link spec issue to incidents

What does this MR do and why?

re: Link master broken-incidents to related failure... (gitlab-org/gitlab#423965 - closed)

This MR allows gitlab-bot to scan the after_script of a failed job to locate any spec issue that is automatically created, link the url to master broken incidents.
