Have group EM fall back to generic if neither FE or BE is defined

What does this MR do and why?

Fixes issue reported in gitlab-org/gitlab#435120 (comment 1769761735)

Changes inside policies is to address a EM change for groupcode review in automated reports, which is irrelevant to the bug we are fixing but required to pass pipelines.
