Update group::subscription management labels for quad planning

What does this MR do and why?

The Subscription Management group in Fulfillment was recently renamed from Billing and Subscription Management in gitlab-org/fulfillment/meta#1504 (closed)

This MR updates the quad planning policy labels to now use the new groupsubscription management label, since ~"group::billing and subscription management" no longer exists.
