Allow core team members activity to un-idle MRs

What does this MR do and why?

This MR allows core team members activity on idle and stale MRs to un-idle and un-stale them.

This is needed because we me (and @Taucher2003) ping reviewers during the weekly community contributions report, the idle or stale label are not removed, hence the same MR appears the week after 🙂

Here is and example were most of grouprunner MRs have been taken care of last week, but are still on the report due to the idle label: triage-reports#14512 (closed) 🙂

Expected impact & dry-runs

Idle or stale MRs will have the idle or stale label removed after activity from core team members.

• If adding environment variables for reactive processors, update config/triage-web.yaml and .gitlab/ci/triage-web.yml
