Update triage bot specs after authn and authz group split

Relates to Govern: Authentication and Authorization split ... (#1414 - closed) to update the group labels for group::authentication and group::authorization after the split. This MR assumes we will not be moving system_access category to authroization as it's used by a variety of features other than custom roles.
