Add Create:Code Creation to Triage Reports

What does this MR do and why?

Describe in detail what your merge request does and why.

Engineering teams have a weekly triage report that is generated. Here is an example from Create:Code Review. These reports highlight features, bugs, and community contributed issues for a group.

I am setting this up for Create:Code Creation. I do not expect there to be much content since it is a new team, but it will be good to have the groundwork set up for future.
