Mark job_timeout as transient root cause

What does this MR do and why?

Since we have verified that master-brokenjob-timeout label is automatically applied by @gitlab-bot and can be auto retried, we can automatically close an incident if job timeout is the root cause.

Follow up on #1391 (closed).
