What does this MR do and why?

Adopt the release date change by using WwwGitLabCom.releases which parses https://gitlab.com/gitlab-com/www-gitlab-com/-/raw/master/data/releases.yml

Updated how we look for missed resources, using it to look for actual release dates instead of guessing based on the 22nd.
