Add TagAuthorIfReadyForDevWithoutWeight as default

What does this MR do and why?

A new processor was added in Replace TI missing weight policy with processor (!2359 - merged) but adding the processor to the list of default processors was missed.

This MR adds the processor to the default list so it will be available to test on the sandbox project.
