What does this MR do and why?

Follow up from Fix ping in confidential issues for self-triage (!2013 - merged) and Add `redact_confidential_resources` to non-summ... (gitlab-org/ruby/gems/gitlab-triage!274 - merged)

This should now actually fix the ping for the author in confidential issues
