Draft: Add one-off policy to ping resource author to relabel group

What does this MR do and why?

This is an one-off ping for requesting resource authors to relabel with the right group as we are going to delete the ~"group::not_owned [DEPRECATED]" label soon. The MR should NOT be merged, and will be closed after the migration runs.
