Updates ProdOps bot comment action with an appropriate DRI

What does this MR do and why?

The Product Operations department was impacted by recent reduction in force actions. Some automations like ProdOps bot mentioned those team members. This MR replaces the DRI mentioned in that automated comment with another DRI, @justinfarris.
