Add growth team refine automation

What does this MR do and why?

Add a policy with custom script for automating the refinement workflows in growth team.

• Impacts: should check the growth team kanban board daily, and do the following tasks:
  1. Move refinement completed issues to workflowscheduling list, add checkmark to refinement thread and update the weight according to engineers' votes, related to this work item.
  2. If issues in refinement is less than list limit, move more issues in workflowplanning breakdown list from the top to workflowrefinement list, related to this work item
