Allowed community contributors to set `automation:ml wrong`

What does this MR do and why?
After gitlab-org/gitlab#387842 (comment 1236795515), I wanted to add the automation:ml wrong labels since the suggested group was wrong, but wasn't able to do it.
With this MR, community members will be able to set that label without relying on the GitLab Team, helping out Tanuki to learn
