Include Tanya and Joanna in triagers list

What does this MR do and why?

As requested by mek let's include Tanya and Joanna as untriaged issue triagers triage-reports#9806 (comment 1164985055)

Tested with pry and resulted in

So now the result includes Joanna, and when Tannya is no longer OOO, she will be included as well (as seen in the second return list above when set include_ooo to true.
