Don't apply Community Contribution to qa-bot mrs

Bob Van Landuyt requested to merge bvl-exclude-qa-bot into master

This prevents us from applying the Community Contribution label to MRs fromt he Gitlab QA bot that creates quarantine MRs.

This also includes the regeneration job to make the pipeline go green
