Allow contributors to set workflow::blocked label

What does this MR do and why?

Closes #1135 (closed)

This MR updates the @gitlab-bot label command to allow contributors to set the workflowblocked label 🙂

Expected impact & dry-runs

Contributors will now be allowed to set the workflowblocked label.
