Remove docs labels from Technical Writing label

What does this MR do and why?

This is in response to this discussion: gitlab-org/gitlab!96298 (comment 1078715486).

@dianalogan @kpaizee first of all, could you confirm that you'd expect writers to apply Technical Writing label themselves? Does this (the possibility of Technical Writing being applied without writer involvement on an MR) affect any sort of reporting or no?

If this looks ok to you, I can send this on for code review.
