Make the `apply_source_link` parameter mandatory

What does this MR do and why?

Make the apply_source_link parameter of Reaction#add_comment, Reaction#add_discussion and Reaction#append_discussion mandatory in order to make it more obvious that we have deliberately chosen not to add source link in some comments.
